POLICY: Solicitation, Sale of Goods and Services

PURPOSE

This policy has been developed to define the criteria under which sales of goods and services for fees and/or the solicitation of campus community members may be approved on Sault College property; and to establish a mechanism to review such activities. Recognizing that the central mission of the College is the provision of instruction, this policy shall not apply to charges for instruction in its regular, extension, evening or continuing education programs; services provided in the practicum aspects of its instructional programs; services for fees in its extracurricular programs, food services, and its athletic and recreational programs.

SCOPE

Sault College may permit the solicitation or direct sale of goods and services to individuals, groups or external agencies for fees only when they meet the criteria identified in the policy.

POLICY: (Students)

1.            Any registered student chapter or club may be authorized to fundraise on Sault College property for the purpose of raising funds for its operations and programs, or to raise funds for non-profit charitable organizations. Any sale or solicitation undertaken must be approved in advance by the Executive Director, SCSU or designate and must be conducted in compliance with SCSU and College policies and procedures. The College's Physical Resources department and other relevant support areas are to be consulted as to location and other operational considerations.

2.            Student chapters or clubs are not eligible to hold a raffle which requires a license through the City of Sault Ste. Marie.

3.            Sales may occur only in approved locations. The locations of the sale will be identified in advance.

4.            Student chapters or clubs approved for solicitation or sales on campus will be fully responsible for transporting their own goods to and from the specified location, and for returning the area used for sale to its original state.

 5.           Consultation with College departments and competing interest on campus must occur prior to the approval of any solicitation, sale or the posting of notices.

6.            Student chapters or clubs wishing to promote or sell products/services on Sault College property must meet the following criteria in order to receive approval:

  • The student chapter or club is fundraising on behalf of a not-for-profit organization
  • The product or service does not compete with any College activity, including retail/food operations or educational programs
  • The product or service is not illegal, unethical, unsafe and is not likely to harm the College's reputation or students. The product or service is not for personal financial gain, promotion or advantage of the individual, family member or associate

POLICY:  (Staff Fundraising)

1.            Staff may be authorized to solicit or fundraise on Sault College property for the purpose of raising funds or awareness for non-profit, charitable organizations once a Request for Use of College Facilities form is completed and approved.

2.            Any sale or solicitations undertaken by College staff must be approved in advance by the Director, Student Services.

3.            Solicitation or sales may occur only in approved locations, identified on the Request for Use of College Facilities form.

4.            Staff will be fully responsible for transporting their own goods to and from the specified location, and for returning the area to its original state.

5.            Employees wishing to promote or sell products/services on Sault College property for fundraising purposes must meet the following criteria in order to receive approval:

  •  The staff member is soliciting or fundraising on behalf of a not-for-profit organization
  • The product or service does not compete with any College activity, including retail/food operations or educational programs
  • The product or service is not illegal, unethical, unsafe and does not compromise the image of the College or students
  •  The product or service is not for personal financial gain, promotion or advantage of the individual, family member or associate

POLICY: (Community Organizations)

1.            The College recognizes the benefits of having community organizations on campus subject to the constraints contained in this policy. Where SCSU wishes to bring any community organization to campus, they will comply with this section.

2.            Community organizations enquiring about selling or soliciting products or services on campus will be directed to complete the Request for Use of College Facilities form and submit it to the Director, Student Services for approval.

3.            Community organizations are required to provide a certificate of insurance to Sault College reflecting general commercial liability insurance for not less than $5,000,000 (five million dollars).

4.            The College assumes no liability for community organizations regarding the requirements of the City of Sault Ste. Marie by-laws for vendor permits and/or with regulations regarding appropriate collection or payment of provincial or federal sales taxes.

5.            Community groups are bound by other College applicable policies.

6.            The community organization must meet the following criteria in order to receive approval:

  • The product or service does not compete with any College activity, including retail/food operations or educational programs
  • The product or service is not illegal, unethical, unsafe and is not likely to harm the reputation of the College or students

Lobby groups including religious or political organizations wishing to book tables or public spaces at the college are required to apply and follow the Use of College Facilities for Advocacy Purposes policy.
