A.   Understanding the Government of Canada’s COVID Requirements for International Students

In response to the world-wide COVID-19 Pandemic, the Government of Canada has enacted laws and regulations governing the requirements for all travelers to Canada. These can be found   here.

All travelers to Canada are required to download the   ArriveCan  app and submit their quarantine details digitally before boarding their flights. You must be ready to show your   ArriveCan  receipt when seeking entry into Canada. If you do not submit the required information digitally before boarding your flight you could be subject to enforcement actions, which can range from a verbal warning to a $1000 fine.

When you arrive in Canada by air, land or sea, we’ll assess your health before you leave the Port of Entry. If you’re a foreign national, and you have symptoms of COVID-19, you won’t be allowed to enter Canada.

You must have a plan to   quarantine for 14 days  when you arrive in Canada, including 3 days at a government approved stopover hotel and 11 days at a Sault College approved hotel.

This plan is mandatory, even if you have no symptoms.  If you don’t have a plan, you should not travel to Canada. Otherwise, you may not be allowed to enter the country. A border services officer will determine if you can enter the country.

The penalties for not following your quarantine plan once you’re in the country can include:

  • a fine of up to $750,000
  • 6 months of jail time
  • being found   inadmissible, removed from Canada and banned from entering for 1 year

All Sault College international students will be required to create and follow a   mandatory Quarantine Plan using the iCent App. Information on downloading iCent is    HERE. Failure to do so will, in addition to the above penalties, result in suspension/withdrawal from Sault College and reporting of the student to IRCC, Public Health Canada, CBSA and local police authorities.

Mandatory PCR test before you travel  

Pre-entry test requirements

As of February 14, 2021, whether driving or flying, all travellers 5 years of age or older, regardless of citizenship, must provide proof of a valid COVID-19 molecular test result. At this time, proof of having a vaccine does not replace a valid test result. The test must be within 72 hours of your entry into Canada or your scheduled flight departure time and keep proof of your test results for the 14-day period that begins on the day you enter Canada

Providing proof of your result

You must present a negative laboratory test (paper or electronic proof of result) which must include; your name and date of birth, name and civic address of the laboratory/clinic/facility that administered the test, the date on which the test was conducted, the method of test conducted (PCR or LAMP)and the results. You must show proof of your test results even if you have tested negative for COVID-19 before the 72- hour period, have been vaccinated for COVID-19, recovered from COVID-19 and no longer test positive or recovered from COVID-19 and continue to test positive.

At this time, we encourage you to make best efforts to have your test performed at a reputable laboratory or testing facility (i.e., one recognized by the local government or accredited by a third party, such as a professional organization or international standards organization).

B.   Creating Your Quarantine Plan

Quarantine Requirements
Prior to arrival, you and your co-arriving family members are required to do the following:

 

  1. COVID Info Acknowledgement: Students & co-arriving family members must acknowledge that they have received and understand COVID-19 rules and guidelines information provided by Sault College.
  2.  Emergency Contact: Please submit your emergency contacts so that Sault College can reach-out to you in case of any emergencies.
  3.  Arrival Details: Students need to submit their arrival dates and time to Sault College through iCent. Co-arriving family members should submit their details through the ArriveCan app.
  4.  Proof of Negative COVID-19 Test Prior to Travel: Students and co-arriving family must provide proof of negative COVID-19 molecular test taken up to 72 hours before their scheduled departure time. 
  5.  Mandatory Immigration Documents for Students Travelling to Canada: Please note there are important mandatory documents required to travelling into Canada, including a valid immigration medical examination. Please find the full list here
  6.  Mandatory Hotel Stopover Booking: As of February 21, 2021, students and co-arriving family members must arrive at Toronto Pearson Airport and reserve a government-authorized hotel for 3 nights prior to departure to Canada. To learn more about this requirement, please visit the Government of Canada web page. All students and co-arriving family members must present proof of having reserved and pre-paid for their accommodation through the ArriveCan app.
  7.  Quarantine Plan: Quarantine plan details are made mandatory by the government before arriving to Canada, students and co-arriving family members must quarantine for 11 days at a Sault College approved hotel after the mandatory hotel stopover booking. No one will be allowed to enter without this plan.

C.   Government Approved Hotels in Toronto Area:

International students are required to reserve a government-approved hotel for their 3 day stopover while waiting for the results of their COVID-19 molecular test after arriving in Canada. Sault College cannot call and make this booking for you.
Please note that details on which hotels are approved, and the process on how to book these hotels is expected to be updated frequently. For accurate details on booking an approved hotel, please visit the Government of Canada websiteHERE.
Some of the hotels offer direct online booking for government-authorized accommodation.

For all others, identify that you require accommodation for the COVID-19 mandatory 3-night stopover to ensure you're booked correctly.

Regular hours of operation: 8 am to 11 pm ET, 7 days a week. Calls received after hours will be limited to emergencies.
Students will be able to choose from the listed hotel locations and be required to provide:

  •  traveler name(s)
  •  date(s) of birth
  •  gender (male, female, or undisclosed)
  •  arrival city and date
  •  payment information
  •  special requests and accessibility concerns
  •  pet information
  •  email address

Travelers will receive email confirmation of their accommodation within 4 hours of booking.
Costs of these hotel stopovers may vary by location. The price will include costs associated with the room, food, security, transportation, and infection control measures.

Following the mandatory 3 day stay in this hotel, students will be required to complete their quarantine in a Sault College approved hotel in compliance with our government approved Readiness Plan.

D.   Sault College Approved Hotels

Sault College has worked to secure affordable rates at hotels near Pearson Airport. All arriving Sault College students will now be required to complete the remainder of their 14 day quarantine at one of these hotels in the Toronto area as part of their mandatory Sault College quarantine arrangement. This is now required for students of ALL campuses. Students are required to make arrangements with the hotel and will be expected to pay the hotel directly. Details will be updated on the iCent app. If students prefer to remain in the government stopover hotel for the whole quarantine, this is permitted. Students are required to notify Sault College of their arrival and quarantine arrangements so that Sault College can continue to support students through their quarantine period.

You must make the arrangements with one of the above-listed hotels directly. Students must notify Sault College of hotel arrangements in the iCent App.  Sault College will arrange transportation to take you from the government-approved hotel to the Sault College approved hotel following your receipt of the negative COVID-19 test result.

E.   Arrival Date Suggestions

International students and co-arriving immediate family members who enter Canada will have to undergo the necessary health checks and must quarantine (self-isolate) or isolate for 14 days upon arrival in Canada. Students are therefore suggested to enter Canada in advance of the first day of their classes. Where online classes are available and accessible during Quarantine, students may have more flexibility with respect to their date of travel.
